National Minorities

According to the Constitutional National Minorities Act, the national minority members elect their representatives in a way and pursuant to the conditions stipulated by the Constitutional Act with an objective to promote, preserve, and protect the national minorities' position in the society and in order to participate in public life and local affairs administration via councils and national minority representatives in local and regional self-governmental units. National Minority Councils in a territorial self-governmental unit are entitled to:

  • propose the measures to improve a national minority position in the state or in a portion thereof to the self-governmental unit bodies, implying the proposals of general act bills that regulate the issues important for a national minority before the decision-making organs;
  • nominate the candidates for duties in the state authority and self-governmental units’ bodies;
  • be informed on each issue to be discussed by a self-governmental units’ representative body’s working organs if a national minority’s position is concerned;
  • state their opinions and proposals concerning the radio and television stations' national minority broadcasts or the ones pertaining to minority issues on the local and regional level.

Osijek-Baranja County has regulated the participation of Councils and national minority representatives in the work of County bodies by its Statute and the Assembly Book of Rules. In order to enable a better collaboration, experience and information exchange, as well as an attitudinal adjustment between the Councils and the national minority representatives on the issues from their jurisdiction, the County Corporation Council formed the National Minority Council.

The National Minority Council

  • monitors the state of affairs regarding the enjoyment and protection of liberties guaranteed by the Constitution, law, and other regulations and the rights of ethnic and national communities or minorities from County’s jurisdiction, i.e., from the jurisdiction of County bodies;
  • fosters, supports, and proposes the measures pertaining to the enjoyment of national minority rights in the County’s territory;
  • discusses initiatives and proposals important for the minority position, delegated to the County Corporation Council by the Councils and national minority representatives;
  • acquires and discusses the Councils and national minority representatives’ opinions concerning the draft programs and general acts that regulate national minority rights and liberties;
  • discusses the programs and general acts that regulate the issues important to national minorities, delegated to the County Corporation Council by the Councils and national minority representatives for the sake of their promulgation;
  • monitors and debates the relations between the Councils, i.e., national minority representatives, and the County bodies and proposes the measures for their advancement;
  • debates the claims to finance the Council and national minority representatives by the Osijek-Baranja County’s budgetary assets and their asset expenditure reports;
  • executes other affairs important for the advancement of national minority right enjoyment in the County territory.

Pursuant to the criteria stipulated by the Constitutional Act, in the Osijek-Baranja County territory the national minority members have elected the councilors of the Albanian, Hungarian, German, Romani, Slovakian and the Serb national minority and the representatives of the Bosniak and the Ruthenian national minority.

In order to harmonize or foster the joint interests, these Councils have founded a joint coordination body by the Agreement on the Foundation of Councils and National Minority Representatives’ Coordination of Osijek-Baranja County.
